Broadly, it looks to us like Limbaugh relied entirely on a web post making the same claim. That post delivered an incomplete account (at best) of limits on barbecue smoke the Austin City Council discussed earlier this year before sending the issue to council committees for review and recommendations.

There is no sign the city is moving to regulate restaurant barbecue smokers in any sweeping way.
