No. 3: Eliminate capital gains taxes for small businesses and start-ups
"Barack Obama understands that small businesses are the engines of our economy, and he will eliminate all capital gains taxes on investments in small and start-up firms."
No. 5: Expand the earned income tax credit
Expand the earned income tax credit for workers without children and taxpayers with more than three children. Equalize threshholds for married filers and head of household filers.
No. 32: Create a tax credit of $500 for workers
Enact a Making Work Pay tax credit that would equal 6.2 percent of up to $8,100 of earnings (yielding a maximum credit of approximately $500). Indexed for inflation.
No. 111: Allow all veterans back into the Veterans Administration
As one of his "first acts" as president, Obama will sign an executive order "ending the unfair ban on healthcare enrollment of certain groups of veterans, including 'Priority 8' veterans who often earn modest incomes." Currently, veterans who have no service-connected disability and make above a certain amount of income are not allowed to enroll in the VA health program.
No. 193: Convene a summit on preventing nuclear terrorism
"Barack Obama and Joe Biden will convene a summit in 2009 (and regularly thereafter) of leaders of Permanent Members of the UN Security Council and other key countries to agree on implementing many of these measures on a global basis."
No. 235: Require more disclosure and a waiting period for earmarks
Through the "Transparency and Integrity in Earmarks Act, will shed light on all earmarks by disclosing the name of the legislator who asked for each earmark, along with a written justification, 72 hours before they can be approved by the full Senate."
No. 257: Create the American Opportunity Tax Credit to offset college costs
"Will make college affordable for all Americans by creating a new American Opportunity Tax Credit. This universal and fully refundable credit will ensure that the first $4,000 of a college education is completely free for most Americans, and will cover two-thirds the cost of tuition at the average public college or university and make community college tuition completely free for most students. Recipients of the credit will be required to conduct 100 hours of community service."
No. 287: Crack down on employers who hire undocumented immigrants
"Will remove incentives to enter the country illegally by cracking down on employers who hire undocumented immigrants."
No. 365: Appoint experienced disaster official to head FEMA
"Will professionalize and depoliticize the appointment of FEMA's director. Like the Director of the Federal Bureau of Investigation, the FEMA Director will have a fixed term of office to insulate him or her from politics. The FEMA Director will report directly to President Obama, serve a six-year term and will have professional emergency management experience."
No. 434: Set a three-month moratorium on foreclosures
"I'll put a three-month moratorium on foreclosures so that we give homeowners the breathing room they need to get back on their feet."
No. 492: Phase out incandescent light bulbs
"I will immediately sign a law that begins to phase out all incandescent light bulbs - a measure that will save American consumers $6 billion a year on their electric bills."
No. 512: Go "line by line" over earmarks to make sure money being spent wisely
"And, absolutely, we need earmark reform. And when I'm president, I will go line by line to make sure that we are not spending money unwisely."
No. 515: No family making less than $250,000 will see "any form of tax increase."
"I can make a firm pledge. Under my plan, no family making less than $250,000 a year will see any form of tax increase. Not your income tax, not your payroll tax, not your capital gains taxes, not any of your taxes."
No. 516: No signing statements to nullify instructions from Congress
"While it is legitimate for a president to issue a signing statement to clarify his understanding of ambiguous provisions of statutes and to explain his view of how he intends to faithfully execute the law, it is a clear abuse of power to use such statements as a license to evade laws that the president does not like or as an end-run around provisions designed to foster accountability. I will not use signing statements to nullify or undermine congressional instructions as enacted into law."
