No. 83: Provide $50 billion by 2013 for the global fight against HIV/AIDS
"Pledged to provide at least $50 billion by 2013 for the global fight against HIV/AIDS, including our fair share of the Global Fund, in order to at least double the number of HIV-positive people on treatment and continue to provide treatments to one-third of all those who desperately need them. This funding will allow the U.S. to meet its commitments that have been flat-funded by the Bush Administration, which includes expanding existing programs to help the millions of children orphaned and made vulnerable by AIDS, increasing the number of health care workers by at least one million, preventing violence against women and girls, and improving health care systems so that U.S. assistance can be fully and effectively utilized."

"Obama will reinstate Executive Order No. 13173 which President Clinton issued just before he left office.
Executive Order No. 13173 failed to achieve its mandate of hiring an additional 100,000 federal employees with disabilities within five years. Obama will issue this executive order early in his first term and designate a senior White House official to assure that all federal departments and agencies meet the mandate."
No. 97: Create a National Commission on People with Disabilities, Employment, and Social Security
Create a national commission charged with "examining and proposing solutions to work disincentives in the SSDI, SSI, Medicare, and Medicaid," among other things.
No. 98: Change federal rules so small businesses owned by people with disabilities can get preferential treatment for federal contracts.
"Barack Obama and Joe Biden would direct the Small Business Administration to amend regulations under the Small Business Act that provide preferences in federal contracting to small businesses owned by members of socially and economically disadvantaged groups to include individuals with disabilities."
No. 103: Amend the Medicare "homebound" rule to allow some travel without loss of benefits
Amend the Medicare 'homebound' rule, which requires severely disabled recipients to stay in their homes to retain benefits, so that they have the freedom to leave their homes without fear of having their home-health benefits taken away.
