President Obama’s first budget proposal addresses several promises on energy, but some of them have more momentum than others. One, in fact, seems to be out of gas.

But Obama’s well-known pledge to enact a windfall profits tax on oil and gas companies — Promise No. 446 — is not in his budget proposal. We could find no evidence that Obama has discussed it since he took office, nor could we find that anyone in Congress has even proposed the idea. So we’ve rated that promise
