It's highly unlikely that Oregon would allow oil drilling off its coast, but the issue cropped up in the 2010 general election for governor. Chris Dudley, the Republican candidate, said at the time he had no real desire for drilling but was open to the possibility. John Kitzhaber said he supported a ban approved by lawmakers in 2010.
Kitzhaber has kept his promise, despite the low odds that a developer would push Oregon to allow for drilling during the four years. We rate this Promise Kept.
Now, should he backtrack on this promise, we reserve the right to run a Flop-O-Meter and downgrade him to Promise Broken.
