Obama and Biden will also improve NCLB's accountability system so that we are supporting schools that need improvement, rather than punishing them."

"Will address the dropout crisis by passing his legislation to provide funding to school districts to invest in intervention strategies in middle school - strategies such as personal academic plans, teaching teams, parent involvement, mentoring, intensive reading and math instruction, and extended learning time."
Create a voluntary national performance assessment for educators
"Will also create a voluntary national performance assessment so we can be sure that every new educator is trained and ready to walk into the classroom and start teaching effectively."
Expand teacher mentoring programs and provide incentives for more planning time
"Will expand mentoring programs that pair experienced teachers with new recruits. They will also provide incentives to give teachers paid common planning time so they can collaborate to share best practices."
Promote innovative ways to reward good teachers
"Will promote new and innovative ways to increase teacher pay that are developed with teachers, not imposed on them. Districts will be able to design programs that reward accomplished educators who serve as a mentor to new teachers with a salary increase. Districts can reward teachers who work in underserved places like rural areas and inner cities. And if teachers consistently excel in the classroom, that work can be valued and rewarded as well."
Reduce subsidies to private student lenders and protect student borrowers
Will "eliminate wasteful subsidies to private student lenders, which will save nearly $6 billion dollars per year, and invest the savings in additional student aid."
Increase the number of high school students taking college-level courses
"We're also going to set a goal of increasing the number of high school students taking college level or AP courses by 50 percent in the coming years."
Improve water quality
"Will reinvigorate the drinking water standards that have been weakened under the Bush administration and update them to address new threats. Will help communities by restoring better federal financing for water and wastewater treatment infrastructure, and will continue leadership in protecting national treasures like the Great Lakes from threats such as industrial pollution, water diversion, and invasive species. And will establish policies to help high-growth regions with the challenges of managing their water supplies."
Encourage water-conservation efforts in the West
Will "support federal policies to encourage voluntary water banks, wastewater treatment, and other market-based conservation measures" to address the water shortage in western states.
Increase funding for national parks and forests
"Will repair the damage done to our national parks by inadequate funding and emphasize the protection and restoration of our National Forests."
Increase funding for the Land and Water Conservation Fund
Will support "increased funding for the Land and Water Conservation Fund, which supports land acquisition and maintenance of parks" and "will lead efforts to acquire and conserve new parks and public lands, focusing on ecosystems such as the Great Plains and Eastern forests which do not yet have the protection they deserve."
Encourage farmers to use more renewable energy and be more energy efficient
"Will encourage the use of methane digesters that are being used to produce power from animal waste; and will expand USDA projects that focus on energy efficiency and conservation."
Help students and their families become aware of college readiness
"Some states have developed an Early Assessment Program that enables 11th graders and their families to ascertain if they are on track to be college ready by the time they graduate. The voluntary test and the presentation of results are specifically designed to inform students what they need to do to prepare for college while they still have time to do it. This program will increase college readiness and is voluntary."
Expand Pell grants for low-income students
"Will continue to work to ensure that the maximum Pell Grant award is increased for low-income students. Specifically, he will ensure that the award keeps pace with the rising cost of college inflation."
Create a community college partnership program
"Will create a Community College Partnership Program to strengthen community colleges by providing grants to a) conduct more thorough analysis of the types of skills and technical education that are in high demand from students and local industry; b) implement new associate of arts degree programs that cater to emerging industry and technical career demands; and c) reward those institutions that graduate more students and also increase their numbers of transfer students to four-year institutions."
Pursue a wildfire management plan
"Will aggressively pursue an effective fire prevention, mitigation and land and forest management plan that decreases the fire risks that many communities are now facing. When wildfire threatens lives and property, an Obama-Biden Administration will increase the federal government's commitment to field the most professional, well-trained, and well-coordinated wildfire fighting force in the world. Unlike the Bush Administration, they will not finance these efforts by raiding the budgets relied upon by the Forest Service and Bureau of Land Management to provide public access to, and manage, the more than 430 million acres of public lands that they oversee. Barack Obama will work with Governors, Congress and local officials on a bipartisan basis to develop and enact reliable, dedicated funding sources to fight the most catastrophic fires so that public lands may continue to be managed for public access, fish, wildlife, recreation, forestry and other multiple uses."
Remove more brush, small trees and vegetation that fuel wildfires
"Will place a high priority on implementing cooperative projects to remove brush, small trees and other overgrown vegetation that serve as fuel for wildfires. Barack Obama will focus the Forest Service and Bureau of Land Management's efforts on working with local communities on hazardous fuels projects to make communities safer and forests healthier."
