Promises about Environment on Obameter
Provide more funds to educate young hunters and anglers
"Will provide state game and fish agencies with additional resources and encouragement to reach out to young men and women to educate them about hunting and fishing opportunities, hunter safety, and the basic principles of fish and wildlife management."
Restore Superfund program so that polluters pay for clean-ups
"Will restore the strength of the Superfund program by requiring polluters to pay for the cleanup of contaminated sites they created."
Work toward deploying a global climate change research and monitoring system
"Will lean forward to deploy a global climate change research and monitoring system that will work for decades to come. The recommendations in the recent National Research Council decadal survey on Earth observations from space will guide his priorities in this regard."
Improve climate change data records
"Will strengthen baseline climate observations and climate data records to ensure that there are long-term and accurate climate records. He will not use climate change research data for political objectives."
Support improved weather prediction program
Will work to launch "without further delay" the Global Precipitation Measurement mission, "an international effort to improve climate, weather, and hydrological predictions through more accurate and more frequent precipitation measurements."
Create 5 million "green" jobs
Will "create 5 million 'green' jobs; will invest $150 billion over ten years to deploy clean technologies, protect our existing manufacturing base and create millions of new jobs."
Require 10 percent renewable energy by 2012
Will "require 10 Percent of electricity to come from renewable sources by 2012. Barack Obama and Joe Biden will establish a 10 percent federal Renewable Portfolio Standard (RPS) to require that 10 percent of electricity consumed in the U.S. is derived from clean, sustainable energy sources, like solar, wind and geothermal by 2012."
Require 25 percent renewable energy by 2025
"Will create a federal Renewable Portfolio Standard (RPS) that will require 25 percent of American electricity be derived from renewable sources by 2025, which has the potential to create hundreds of thousands of new jobs on its own."
Extend Production Tax Credit to encourage renewable energy
"Will . . . extend the federal Production Tax Credit (PTC) for 5 years to encourage the production of renewable energy."
Require drilling on current oil and gas leases
"A "Use it or Lose It" Approach to Existing Leases. Oil companies have access to 68 million acres of land, over 40 million offshore, which they are not drilling on. Drilling in open areas could significantly increase domestic oil and gas production. Barack Obama and Joe Biden will require oil companies to diligently develop these leases or turn them over so that another company can develop them."
Expedite oil and gas drilling from domestic shale formations
Will "speed up the process of recovering oil and gas resources in shale formations in Montana and North Dakota; Texas and Arkansas and in parts of the West and Central Gulf of Mexico."
Create clean coal partnerships
"Will enter into public private partnerships to develop five 'first-of-a-kind' commercial scale coal-fired plants with clean carbon capture and sequestration technology."
Work with UN on climate change
"Will re-engage with the U.N. Framework Convention on Climate Change (UNFCC) – the main international forum dedicated to addressing the climate problem . . . will also create a Global Energy Forum of the world's largest emitters to focus exclusively on global energy and environmental issues."
Create cap and trade system with interim goals to reduce global warming
"Will set a hard cap on all carbon emissions at a level that scientists say is necessary to curb global warming - an 80% reduction by 2050. To ensure this isn't just talk, I will also commit to interim targets toward this goal in 2020, 2030, and 2040. These reductions will start immediately, and we'll continue to follow the recommendations of top scientists to ensure that our targets are strong enough to meet the challenge we face."
Invest $150 billion to encourage "green" business sector
"I will invest $150 billion over the next 10 years - $15 billion a year - to put America on the path of true energy security. This fund will fast-track investments in a new green energy business sector that will end our addiction to oil and create up to 5 million jobs over the next two decades."
Invest in all types of alternative energy
"We'll invest in research and development of every form of alternative energy - solar, wind, biofuels."
Ask people and businesses to conserve electricity
"Will call on businesses, government and the American people to meet the goal of reducing our demand for electricity 15 percent by the end of the next decade."
Require utilities to reduce electricity demand
"Will set an aggressive energy efficiency goal—to reduce electricity demand 15 percent from DOE's projected levels by 2020. Implementing this program will save consumers a total of $130 billion, reduce carbon dioxide emissions by more than 5 billion tons through 2030, and create jobs. A portion of this goal would be met by setting annual demand reduction targets that utilities would need to meet. The rest would come from more stringent building and appliance standards."
Make buildings more energy efficient
"Will establish a goal of making all new buildings carbon neutral, or produce zero emissions, by 2030. They will also establish a national goal of improving new building efficiency by 50 percent and existing building efficiency by 25 percent over the next decade to help us meet the 2030 goal."
Require more energy-efficient appliances
"The current Department of Energy has missed 34 deadlines for setting updated appliance efficiency standards, which has cost American consumers millions of dollars in unrealized energy savings. Barack Obama and Joe Biden will overhaul this process for appliances and provide more resources to his Department of Energy so it implements regular updates for efficiency standards. They will also work with Congress to ensure that it continues to play a key role in improving our national efficiency codes."
